The Definition of Terrorism: A report by Lord Carlile, the independent reviewer of terrorism legislation
There is no universally accepted definition of terrorism.
Defining what 'terrorism' means is of real practical importance. It triggers many powers, as well as contributing to the description of offences. For example, it enables the authorities to:
- deal with terrorist property
- cordon off areas
- arrest a person reasonable suspected of being a terrorist without warrant
- proscribe organisations
- detain and question people at ports of entry
The report was produced by the government's independent reviewer of terrorism laws, Lord Carlile of Berriew, and makes a number of recommendations, including slightly amending the current UK definition of terrorism.
