Lord Carlile recommends the Home Secretary provides more information in control order reports

11 December 2006

The independent report, requested by the Home Secretary to consider his quarterly reports to parliament on control orders, recommends that more information should be released.

The Home Secretary is required to report to parliament quarterly about the use of control order powers in that period, this is part of the Prevention of Terrorism Act 2005.

The Home Secretary asked Lord Carlile to consider these quarterly reports, particularly looking at whether the current approach is appropriate, or if it could be improved, as part of his independent annual review of the act.

Lord Carlile's report recommends that the quarterly statements should contain more information than they have previously have, such as:

  • how many control orders are in existence at the time of reporting
  • how many of the controlled persons are UK or non-UK nationals

Lord Carlile acts as independent reviewer of the Prevention of Terrorism Act, and produces an annual report on the operation of the Act. The full independent review of the Prevention of Terrorism Act 2005 is due to be published early in 2007.
