About the CBRNE resilience programme

Countering CBRNE terrorism

Our aim is to become a centre for excellence in countering CBRNE terrorism. This includes identifying and driving the improvements needed to counter the CBRNE threat, from prevention to preparation for an attack, and investing in scientific research to enable greater understanding of the threat and ways to improve our response. We will achieve this through close working with other government departments, agencies, and the private sector, both within the UK and overseas.


Our Work Includes:

  • Developing new capabilities such as systems and technologies to counter CBRNE terrorism
  • Police National CBRN Centre – provides specialist CBRN training for the police service and leads work to increase the capability and quality of the police in response to a CBRN incident.
  • Programme Cyclamen - To deter or detect the illicit movement of nuclear or radioactive materials into the UK.
  • CBRN S&T Programme & Science Advice – Supports improvements in knowledge and technological capabilities through a programme of targeted and developments as well providing specialist advice to partners.
  • E requirements and research - Provision of strategic direction across-government and internationally while we agree a counter terrorism counter explosives strategy.
  • National Network of Laboratories - is a laboratory network dispersed across the UK providing specialist forensic analysis of CB material for the police. Funding and steering the work of the Forensics Explosive Laboratory (FEL) - Providing a forensic explosives service to the Police Forces of Great Britain.

  • Risk-based approach, taking account of threat, vulnerability and impact
  • Maximise opportunities for collaborative working, including overseas, with private sector and academia
